Manager Program Contracts

Raytheon Missile Systems (RMS) Contracts has an opening for a Manager, Program Contracts in the Strategic and Naval Systems (SNS) product line. The successful applicant will be the lead for the Evolved SeaSparrow Missile (ESSM) contracts team. The ESSM program is a unique and challenging international cooperative program with NAVSEA and the NATO SeaSparrow Project Office (a 12-member nation Consortium: Australia, Belgium, Canada, Denmark, Germany, Greece, Netherlands, Norway, Portugal, Spain, Turkey and the United States) and ten international Industrial Partners. The individual in this role will be responsible for leading a contracts team who support a wide range of contracts, including development, production, and in-service support for the ESSM Program. ESSM is a critical program within RMS as it contains both follow on production buys as well as new development and investment for the next iteration of this missile.
This position has responsibility over business agreements and contracts with the U. S. Government (U.S., Consortium, and Foreign Military Sales (FMS)) as well as via Direct Commercial Sale (DCS) with Japan for licensed production. The successful applicant will be the primary customer interface for business and contracting matters and will be responsible for establishing meaningful and successful relationships with the customer while ensuring that proposed and negotiated terms and conditions comply with company policies and guidelines. International travel required.
Required Skills:
  • 10 years of experience in government contract management
  • BA/BS in Business, Finance, or related field
  • A proven track record of success in contracting including terms and conditions, financial instruments and import/export regulations including ITAR, Export Agreements and Licensing
  • Ability to understand the financial aspects of contracts and other business arrangements; ability to contribute to negotiation strategy and possess strong negotiation skills
  • Influential communicator both orally and in writing; strong analytical skills; strong interpersonal skills
  • Superior ethical standards
  • Demonstrated success working in a teaming environment internally and with military customers
  • Capable of multi-tasking and handling several assignments
  • Excellent time management and organizational skills
  • Focus on responsiveness with strong time management and organizational skill
  • Significant knowledge of the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS), customer budgeting process and the ability to assist senior leaders in achieving both their financial and performance goals and objectives
  • Experience with large domestic and international contracts and subcontracts
  • Proven track record of achieving desired results
  • Extensive negotiations experience
  • Contractual acumen with proficiency in contracts fundamentals
  • Demonstrated leadership capability with the ability to direct and mentor a team
  • Ability to obtain a DoD secret clearance

Desired Skills:
  • Prior supervisory experience will be considered positively
  • DoD Secret or Top Secret security clearance
  • Juris Doctor (JD) Degree or MBA
  • Capable of multi-tasking and handling several assignments of differing complexities and different customers concurrently
  • Mentoring and coaching experience

Security Clearance
This position requires the eligibility to obtain security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement. Employment is contingent on other factors, including, but not limited to, background checks and drug screens.
