Guidance Electronics Program Manager

The Applied Modular Technologies (AMT) organization at Raytheon Missile Systems (RMS) has the charter to provide Modular products to be re-used by programs across all product lines, and seeks a Program Manager for its Guidance Electronics (GE) Integrated Product Organization. The Guidance Electronics Organization is responsible for a broad portfolio of products, including the high performance Ultra electronics stack and its future variants, the IsoBlock power converter family, Miniaturized M-Code GPS, and other electronics products. This portfolio of common products enables new business opportunities across all of the product lines and gives RMS the competitive technological edge as well as speed to market and reduced costs due to re-use. The Guidance Electronics organization manages the development, build, test, manufacture, procurement, and sustainment of the products within its portfolio. Funding for all phases comes from a variety of sources, including New Business Initiative (NBI), Overhead, Capital, and Contract.

Responsibilities:
  • Provide leadership for the AMT GE business execution across the GE portfolio to include staffing, capture, managing various budgets, financial reporting, and facilities planning.
  • Lead bid and proposal activities for GE products for adopting programs
  • Setup and sustain the Business Execution Model for AMT GE to operate as an "internal supplier": to include SOWs, WBSs, IWAs, IP Assertions, financial mechanisms, etc.
  • Develop and sustain the productization of the products within the AMT GE portfolio to include product definition, usability, measures of performance, etc.
  • Manage the AMT GE product portfolio during all phases of development, from early concept development through design, build, test, transition to production, manufacture, and sustainment.
  • Market AMT GE products within Raytheon and especially within the four RMS product lines, to include road mapping of future needs, and communicating AMT products and capabilities through websites and other means.
Required Education, Skills and Experience:
  • Bachelor’s Degree in engineering, math, physics or other STEM degree.
  • Twelve (12) years’ engineering experience with recent experience as a large scale IPT Lead or program/project manager utilizing effective team building and leadership skills
  • Earned Value Management System (EVMS) certification.
  • Past work history with IMS and EVMS implementation and execution, to include meeting Estimate At Completion (EAC) requirements utilizing knowledge of financial processes
  • Experience managing technical studies resulting in development programs, while meeting stringent financial, schedule and performance requirements.
  • Technical writing experience to include, presentation preparation and presentation delivery.
  • Applied work experience utilizing Integrated Product Development tools and processes
  • Working proficiency in MS Word, Excel, PowerPoint and Project

Other requirements:
  • Willingness to travel domestically and internationally (5-10%)
  • Active Secret security clearance with investigation date within 5 years and ability to obtain higher clearances

Desired Education, Skills and Experience:
  • Master’s Degree or Ph.D. in Engineering, Math, Physics, Science or other STEM degree
  • Business degree (in addition to required STEM degree)
  • Display ability to keep team members focused on schedule milestones and objectives and must motivate the program teams to develop cost effective, customer-oriented solutions and approaches
  • Effective oral communication: Demonstrated success developing and/or communicating a program strategy, communicating and inspiring engagement on a vision, and developing employees
  • Exhibits strong situational awareness, able to effectively work multiple projects simultaneously with diverse groups and customers, and possess the ability to produce using essential diplomatic skills
  • Ability to monitor, interact and course correct technical teams to support program goals.
  • Display ability to develop, communicate, implement tactical plans and develop strategies for future development
  • Ability to work seamlessly with the Engineering Leadership, Product Lines and Programs
  • Ability to transition Engineering development programs into production programs
  • Fifteen (15) years of advanced product development in missile technologies
  • Knowledgeable of missile system mission areas and performance requirements
  • Raytheon Six Sigma Specialist
  • Experience with PRISM
  • Certified or ability to obtain RTN Program Manager Level 3 certification or higher within 12 months
