Job Description:

Responsible for facilitating international growth by developing, implementing, and overseeing Business Area export / import licensing activities to ensure compliance with U.S. government export / import regulations. Responsibilities also include overseeing business unit Global Trade Operations and Compliance responsibilities. This fast paced and challenging position requires a dynamic leader with subject matter expertise. Oversee an industry leading team of global trade professionals to address and provide compliant solutions for complex international efforts across all of Raytheon Missile Systems (RMS). Collaboration within and across RTN businesses and corporate Global Trade Compliance is critical for success.

Primary responsibilities and accountabilities:
  • Plan, direct and oversee execution of export licensing to ensure consistent preparation, submission, modification, tracking, approval and recordkeeping of export/import authorizations
  • Plan, direct and oversee execution of enterprise wide Global Trade policies and policy instructions
  • Ensure Global Trade strategy and resources aligns with, and enables successful execution of, the annual operating plan and growth plans
  • Anticipate internal customers’ needs and gaps, and provide solutions
  • Develop, test and implement business processes, procedures and tools to ensure compliance with U.S. Government export / import regulations and Company policies
  • Provide front-end strategic advice and guidance to support international efforts including offsets and co-production
  • Ensure all applicable licensing metrics meet or exceed target levels
  • Research and resolve internal inquiries or issues. Coordinate escalation of critical issues to appropriate technical or cross-functional professionals
  • Ability to guide consistent implementation, enhancement and maintenance of export/import procedures, directives, policies, and work instructions
  • Oversee, manage and participate inter-organizational, cross-functional and corporate projects to support business objectives
  • Identify training needs and deployment to export/import requirements
  • Support, communicate, reinforce and promote the mission, values and culture of the organization
  • Lead professional development of Global Trade team and talent pipeline
  • Presents data and information on compliance matters as it relates to the business

Required Skills & Qualifications:
  • 14+ years in trade and/or trade compliance related position
  • Minimum 10 years’ experience as an Empowered Official
  • Ability to obtain DoD Collateral Secret Security Clearance
  • Experience effectively applying U.S. Government regulatory requirements in complex scenarios and analyzing and solving highly complex problems
  • Ability to manage multiple assignments with limited or no direct supervision
  • Broad understanding of and experience with export licenses, agreements, and exemptions/exceptions usage
  • Ability to effectively interface with all levels of personnel within the organization to develop and deploy effective solutions across multiple functions
  • Specialized knowledge of multiple areas within U.S. Government regulations and business practices, including significant experience with DOS, DOC, OFAC, BATF, US Customs
  • Strong understanding of US Government releasability processes
  • Ability to guide, mentor and develop employees
  • Ability to travel as necessary to support the functions of the job

  • Excellent oral and written communication skills
  • Strong presentation skills
  • Ability to multi-task

Required Education:
  • Bachelor’s Degree in business, international relations, political science, history, or similar field

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization. 132163
