Contracts Manager

The official face of Raytheon to the customer, Raytheon’s Contracts Managers handle essential communication, negotiation, and contract management throughout every phase of our customer relationship. Raytheon Missile Systems (RMS) Contracts has an opening for a Contracts Manager. The manager in this role will be responsible for the management and administration of a diverse portfolio of contracts. The primary customers are the U.S. Government and some foreign countries. New Contracts Managers can expect to be engaged in a broad range of activities, including management of complex developmental contracts to accelerate delivery of technology to the US Military and our allies, supporting large scale production of the world’s most sophisticated weapons, or other exciting business ventures.
Responsibilities include but are not limited to:
  • Participate in and/or conducts front-end strategic assessment of business pursuits, proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications relating to U. S. Government and/or direct commercial sale (DCS) international customers
  • Work closely with Program Managers, Business/Estimating, Supply Chain, and Corporate Treasury functions to construct, submit and negotiate pricing proposals
  • Provide support to senior management regarding contractual and business issues; ensuring that negotiated terms and conditions comply with company policies
  • Advise management of contractual rights and obligations and possible mitigation of contractual/program risks
  • Examine and understand cost structure estimates of labor, material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
  • Compile and analyze data; maintain historical information
  • Provide strategic leadership to develop innovative contracting solutions to meet program and business area objectives
  • Shape business transactions and negotiate skillfully to create the best outcome possible.
  • Periodic domestic travel will be required; international travel may be required

Minimum Requirements:
  • 8 yrs of experience with negotiation and administration of major contracts and/or subcontracts.
  • BA/BS in Business, Finance, or related field (Master’s degree may be considered in lieu of 2 yrs of experience)
  • The demonstrated ability to effectively prioritize actions. Experience working is a fast-paced environment, where prioritization was required to be effective.
  • Demonstrated ability to develop effective relationships with customers and internal partners based on understanding and trust
  • Direct experience with customer relationship management
    Demonstrated experience in working within a team and fostering teamwork and trust
  • Proven record of responsiveness with strong time management and organization skills.
  • Computer proficiency, experience in Microsoft Word, Excel, Power Point, and shared data bases
  • U.S. Citizenship status is required as this position requires an active U.S. Security Clearance within one year

Desired Skills:

  • Experience managing production, development or service contracts valued at $25M or higher
  • Ability to understand the financial aspects of contracts, such as incentives, share ratios, and risk quantification
  • Hands-on proposal preparation or negotiation experience
  • Experience with US Government and US Prime Contractor customers in the acquisition and end-user and communities
  • Knowledge of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Contractual acumen with proficiency in contracts fundamentals
  • Related contract administration experience with the US Department of Defense (DoD) including proposal preparation and contract negotiations, or a combination of five years of contracts management experience and five years of other functional experience related to business management
  • Juris Doctor or MBA

Security Clearance:

This position requires the ability to obtain a Secret security Clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement.
