Contracts Manager

Raytheon Missile Systems (RMS) Contracts has an opening for a Contracts Manager in the Strategic and Naval Systems (SNS) product line. The successful applicant will be the lead for the Standard Missile -1/2 (SM-1/2) contracts team. This opportunity will allow someone to be exposed to every phase of a product’s life cycle as SM-1/2 is currently in production, sustainment and development. The SM-1/2 lead role will offer the successful candidate a breadth of contracting scenarios including Department of Defense, Foreign Military Sales (FMS), and Direct Commercial Sales (DCS).

Primary Responsibilities:

  • Total contract ownership of the SM-/2 portfolio of programs. Customers are NAVSEA and NAVAIR and contract types include IDIQ, Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Fixed Price Incentive – Firm Target (FPIF) and Firm Fixed Price (FFP).
  • Develop and maintain strong internal and external customer relationships based upon trust and cooperation in order to drive results.
  • Collaborate across multiple functions and within the Navy Standard Missile Systems Product Area Directorate as part of an integrated team to negotiate and execute contracts with best value and minimal risk.
  • Participate as a fully integrated program team member in front-end Request for Proposal (RFP) shaping, proposal preparation, contract negotiation, contract administration, and customer contact activities to provide contract leadership in accordance with company policies, legal requirements and customer requirements.
  • Provide knowledge and leadership on contracting issues, including rights, obligations, and means to mitigate contractual/program risks.
  • Compilation/analysis/maintenance of data to prepare reports, track contract milestones and deliverables, as well as perform other duties as required to ensure contract compliance and customer satisfaction.
  • Partner with DCMA on contract compliance, namely delivery requirements and contract close-out.
  • Occasional travel required.


Required Skills:

  • 8 years of experience in contract administration, including proposal preparation and contract negotiation
  • BA/BS in Business, Management, Business Law, Finance, Contracts, Legal Studies, or related discipline
  • Experience with DoD contracting, including FAR/DFAR familiarity.
  • Strong understanding of the financial aspects of contracts and other business arrangements.
  • Strong understanding of Export/Import requirements
  • Strong negotiation skills with an ability to lead and contribute to or define effective negotiation strategies.
  • Excellent oral and written communication skills with an ability to effectively collaborate and coordinate.
  • Excellent time management and organizational skills
  • U.S. Citizenship status is required as this position needs an active U.S. Security Clearance within one year
  • Ability to work within a team and to foster teamwork and trust.
  • Computer proficiency and experience in Microsoft Word, Excel, PowerPoint, and shared data bases.
Desired Skills:


  • JD or MBA a plus (Master’s degree may be considered in lieu of 2 yrs of experience).
  • Demonstrated ability to work effectively independently with minimal management oversight
  • DoD Secret clearance or ability to obtain clearance
Security Clearance
This position requires the eligibility to obtain security clearance. Non-US citizens may not be eligible to obtain a security clearance. The Defense Industrial Security Clearance Office (DISCO), an agency of the Department of Defense, handles and adjudicates the security clearance process. Security clearance factors include, but are not limited to, allegiance to the US, foreign influence, foreign preference, criminal conduct, security violations and drug involvement. Employment is contingent on other factors, including, but not limited to, background checks and drug screens.
