This Quality Assurance Engineering position will support the Highway 407 Electronic Toll Collection System (ETCS) program and other ETCS projects of Raytheon’s Highway Transportation Solutions (HTS) group in Vaughan, Ontario, Canada. The 407 project is the world’s first all electronic open road toll system that traverses 108km across the top of Toronto. Raytheon provides the toll system to the highway’s owner/operator and is responsible for supplying maintenance support, ETCS equipment and enhancements on an ongoing basis since its opening in 1997. The Vaughan location is a small yet specialized centre that houses HTS’ ETCS roadside engineering, manufacturing, installation and maintenance expertise. The Quality Assurance Engineer will join and support this dynamic and highly creative and productive team.

Selected candidate will be responsible for providing leadership in quality and supplier mission assurance activities to ensure the best quality of product is procured. This includes maintaining the division’s registered ISO 9001/AS9100 quality management system (QMS) using tools such as internal auditing skills, R6 Sigma methodologies, Root Cause and Corrective and Preventative actions, performance metrics, and, feedback from a variety of program and management reviews. The Quality Assurance Engineer will be responsible for leading and performing Quality Activities throughout all phases of the design, development and manufacturing processes of their product. Due to the small team size at the Woodbridge facility the position will undertake additional responsibilities beyond a traditional QAE role.


Responsibilities
  • Lead supplier mission assurance activities as defined by Raytheon policies.
  • Initiate and lead continuous improvement activities with a focus on supplier management.
  • Supplier auditing and assessments, initiate and follow through on corrective action requests.
  • Support active programs by developing and implementing defined quality and mission assurance activities to ensure compliance to contractual QMS requirements.
  • Facilitate growth and continuous improvement through the collection and use of suitable metrics – at program, divisional and company levels
  • Act as a point of contact for both internal and external customers, participate in formal reviews with customer and/or government representative and support 2nd and 3rd party audits.
  • Promote and support continuous improvement of the quality management system to ensure competitiveness
  • Monitor and make use of the internal auditing and corrective action tools and processes
  • Participate in the management of the quality system documentation and deployment of suitable tools
  • Execute on training and development plans to support the needs of the function and the division
  • Maintain awareness of budgeted activities
  • Implement, perform and report on quality assurance activities per documented plans, contract requirements and company standards.
  • Participate in program change review board activities.
  • Certify and release products (i.e. Document review, drawing release, software/hardware release).
  • Assure formal test preparation, monitor formal test and approve test reports. Perform inspection of hardware, verify equipment modifications, and verify installations.
  • Additional responsibilities (structured to avoid conflict of interest) include but not limited to:
    • Material procurement support and material management
    • Final assembly testing
    • Detailed work instructions/assembly procedure preparation
    • Documentation librarian
    • RMA management

Required Skills:
  • University bachelor engineering degree a related field or the equivalent in training and experience
  • 4 years+ as a quality assurance practitioner in increasingly responsible roles and / or CQE accreditation by ASQ / RAB with proven experience
  • Experience with quality management tools a definite asset: Apollo Root Cause Analysis, and QPulse
  • Strong analytical and process improvement skills
  • Ability to lead change and mentor others in a positive manner
  • Effective negotiation and teamwork skills capable of working well with all levels of the organization as an integrated team member including supply chain, suppliers and periodically customers.
  • Excellent interpersonal, leadership and communication skills
  • Ability to demonstrate thorough knowledge of current ISO 9001 and AS-9100 / AS-9110 standards
  • Excellent working knowledge of MS Office Suite
  • Knowledge of Enterprise Resource Planning (ERP) tools for budget and work tracking purposes
  • Familiarity with IPC J-STD-001D, IPC-A-610 and SMT manufacturing processes. Auditing skills, knowledge of 6-Sigma techniques and of Earned Value and Risk Management

  • Degree in engineering or related other STEM discipline
