The Raytheon Global Training Solutions (GTS) Contracts organization conducts front-end strategic assessment of business pursuits, proposal presentation, contract negotiation, contract administration and customer contact activities to provide for proper contract acquisition and fulfillment.

Job Description:
Global Training Solutions (GTS) Contracts has a position for a Sr. Contract Negotiator at its Orlando, Florida location. The candidate will be responsible for planning and leading contract negotiations, and for management of various types of contracts/task orders with principally U.S. Government DoD customers. Responsibilities include solicitation review, proposal preparation, contract structure recommendations, managing customer contacts, and working with Raytheon management to resolve problems and secure approvals. Strong knowledge of Direct Commercial contracts, FAR and DFARS, with proven skills for problem solving and assisting Program Managers in achieving financial goals and performance objectives. Significant emphasis is placed on contributing to growth. Participates in development of Program Business Area goals to ensure they are both achievable and realistically support growth plans. Supports front-end strategic assessment of business pursuits and acts as the focal point for customer contacts during all phases of procurement. Able to operate effectively and independently in a high tempo, constantly changing business environment with multiple internal customers. Able to prioritize and manage multiple, contemporaneous contract efforts each with responsibilities for preparation, negotiation and administration of proposals, business agreements, and contracts of moderate scope and complexity. Major customer will be the U.S. Government DoD, but ability to manage commercial contracts is highly desired. Performs assessments of proposals and contract terms, and develops strategies to minimize or mitigate their potential risks to the business. Generates and maintains contract documentation and obtains management approvals as required. Refers to policies and practices for guidance. Establishes internal and external contacts, and contributes to the completion of organizational projects and goals. Will regularly represent the company as prime contact with Commercial, U.S. Government, and foreign customers. Must work effectively in a matrix environment with multiple program teams to ensure successful contract execution.

Required Skills:

  • Demonstrated ability to perform in a matrixed team environment
  • Minimum six years of experience directly related to these required skills
  • Strong knowledge of both commercial and DoD contract terms, including FAR/DFARS
  • Demonstrated experience in performing all aspects of contract management, from solicitation and proposal to performance and close-out.
  • Demonstrated ability to provide fact-based contract analysis and advice to ensure the business achieves its performance objectives
  • Demonstrated experience conducting negotiations under time pressure and obtaining mutually satisfactory resolution of contract issues
  • Demonstrated effective communication skills
  • Ability to obtain a Secret Clearance

Desired Skills:
  • Working knowledge of the Uniform Commercial Code (UCC), Service Contract Act (SCA) and other industry standards and government regulations
  • Experience with Direct Commercial Sales and Foreign Military Sales
  • Experience with IDIQ contracts
  • General understanding of ITAR and export licensing and procedures
  • Demonstrated business acumen with the ability to clearly recognize risk elements in business transactions
  • Strong analytical skills with regard to analysis of contract financial arrangements
  • Ability to take a leadership role in establishing strong internal and external customer relationships
  • Well organized and detail oriented; completes assigned tasks independently, accurately, and on time

Required Education (including Major): Associates Degree or Bachelor's degree in Business or related field. At least six years of experience in contract negotiation and administration may be considered in lieu of this degree requirement.


This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization. 139467
