Cybersecurity Technical Program Manager

This position is CONTINGENT upon funding, an open position, customer approval, completion of a favorable background investigation, and the ability to obtain and maintain a USPS sensitive clearance.

This contingent position is being considered & hired for all management levels (G08-G10) based upon selected candidate’s applicable experience

Raytheon Blackbird Technologies is looking for an individual who will join the security team of a major nationwide organization, with thousands of sites, to continually improve its complex multi-protocol nationwide network. A CybersecurityTechnical Program Manager is needed to support the customer team. The ideal candidate for this job will be an experienced technical project manager in the cyber domain who is goal-oriented and strives to exceed expectations.

Responsibilities & Required Skills:
  • Resource should have significant experience managing technical programs (ideally CyberSecurity) which cover 12 or more projects / functions in a large IT enterprise.
  • Manage / plan work for multiple teams:
    • Drive weekly sprints; define quarterly/annual goals
    • Define and develop metrics to measure key indicators including value, efficiency and effectiveness
    • Track and report on the efforts of up to 20 project teams or technology functions
    • Experience transitioning projects/services into on-going operational modes
  • Must be eligible to obtain a sensitive clearance – Position of Public Trust – and may be required to obtain a higher security clearance
  • Experience transitioning projects/services into on-going operational modes
  • Prepare justifications and business cases for recommendations on CyberSecurity initiatives
  • Make recommendations of staffing and quality improvement initiatives
  • Exceptional communications, both oral and written
  • Develop and present program status / metrics to senior management
  • Identify roadblocks and propose effective solutions
  • Ability to positively influence peer organization and key stakeholders
  • Technical background and experience with boundary and end-point protection services such as Intrusion prevention (network and host based), Firewalls, Anti-virus, email security, and Web application security

Desired Skills:

  • Bachelor’s degree (MBA preferred)
  • PMP Certification

Required Education:
Bachelor of Science Degree with a major in Computer Science/Computer Engineering, Engineering, Science or a related field. Two years of related work experience may be substituted for each year of degree-level education.

Desired Certifications:
PMP, DODI 8570.1-M Compliance at IAT Level II;
