The Senior Principal Subcontract Specialists are responsible for the issuance and management of complex subcontracts/purchase orders in support of DoD/Government/DCS contracts and the management of supplier performance. Subcontract Managers are expected to manage suppliers in a fashion consistent with integrated supply chain models utilizing a cross functional Integrated Product Team (IPT), recognizing the role and value of each participant through the acquisition life cycle from requirements generation through product delivery, product support, and payment for various products and services. This position identifies opportunities and strategies to reduce risk and cost, including developing material cost reduction plans.

Responsibilities include but are not limited to:

• Preparation and issuance of solicitations (RFQs, RFPs and RFIs)
• Analyze quotations/proposals and perform price/cost analysis techniques
• Develop negotiation strategies and lead formal negotiations (Price, Delivery, Terms
& Conditions)
• Placement of Purchase Orders that are of Medium to High Complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements
• Where applicable, establish requirement contracts and teaming agreements
• Maintain strong business relationships with first tier subcontractors
• Perform risk analysis and develop mitigation plans and develop solutions to problems utilizing ingenuity, creativity and innovation
• Work closely with the Program and other functional groups (Operations, Quality, Engineering, etc) to obtain quality, compliant hardware on-time, with a focus on Affordability
• Develop plans to promote cost reduction initiatives and performance improvements (technical and quality) to drive flawless supplier execution for RMS programs
• Willing and have the ability to travel domestically

Required Experience, Skills & Education:
• A minimum of eight (8) years of experience in a similar position or a business /
leadership role, which may include progressive work in a contract/subcontract or procurement related role
• Strong written, verbal and listening skills
• Experience interfacing and communicating with all levels within an organization
• Experience placing subcontracts and managing supplier contract performance in a DoD environment (FAR/DFARS)
• Experience supporting business and functional deliverables
• Experience working collaboratively in a team based setting
• Experience working in a dynamic environment where you plan, organize and prioritize your work
• Strong working knowledge of Microsoft Office® suite or similar software programs
Bachelor’s Degree in Supply Chain, Finance, Operations, Business or other related field

Desired Experience, Skills & Education:
• Familiarity working with financials, including budgets and cost details
• Experience participating or leading negotiations
• Experience in the use of various subcontract types including, but not limited to Firm Fixed Priced (FFP), Cost Type, and T&M contracts in a compliant and effective manner
• Project management skills
• Working in a SAP based environment
• Working knowledge of Raytheon’s Supply Chain Policies & Procedures
• Supply Chain Certification (C.P.M., CPSM, CPIM, APICS, CFCM, etc.)
• Master’s Degree in Business, Supply Chain, Finance, Operations or any major related to the job descriptio
