Senior Information System Technologist II

Job Description:
The Senior Information System Technologist II will develop and maintain scalable and highly available network services in a contingency environment, with temperatures often exceeding 120 degrees Fahrenheit, within and under buildings, buried and aerial, within a compressed timeline and budget. Install new software versions or software patches, and ensure correct system configuration and operational status. Perform hardware problem diagnosis and repair/replacement of computer system components and provide OEM repair services.

The candidate will report directly to the Kuwait Country Manager and will ensure all hardware, software, and infrastructure within the Network Environment (NE) is maintained in accordance with DoD policy and guidelines. The candidate will identify, document, and recommend solutions related to MCIS and internal systems; and process software and hardware improvements in order to enhance organizational efficiencies. The candidate will provide LAN/WAN (unclassified) technical support and administration, hardware/software support, performance and fault management, network architecture planning, security and resource management support, development and administration, database design, and data management. The candidate will also analyze and/or assess existing and emerging technologies to ascertain their relevance to the existing software support environments to include: software engineering assessment, computer hardware and software technology assessments, standardization assessments, and/or configuration documentation assessments. The candidate will be required to identify changes necessary to maintain and/or upgrade the NE as required to support the training environment and operational infrastructure.

Required Hours:
Work may include nights, holidays, and weekends on short notice. Standard workweek is six (6) days per week for up to eight (8) hours per day while at OCONUS work site(s) and a standard 40 hour work week while at CONUS work sites.
Responsibilities:
The Senior Information System Technologist II shall be responsible for all Information System Technology which includes but is not limited to:
  • Computer/server/network (wireless and hard-wired) functionality
  • Knowledge of computer hardware and software and network operations
  • Develop and maintain information systems for users at multiple locations, maintaining a high level of availability.
  • Develop and maintain current knowledge of all pertinent existing guidelines and regulations provided by the Department of Defense and United States Army relating to information systems.
  • Subject Matter Expert (SME) for all things related to information technology as needed by the organization.
  • Develop and maintain expert level knowledge of Microsoft operating systems to include Windows 7, Windows 10, Server 2008 and Server 2012 products. This includes imaging / reimaging an end user computer, preserving end user data and configuring all required applications.
  • Subject Matter Expert on Microsoft Office products, Microsoft Collaborative Environment (i.e. SharePoint), and Symantec Antivirus to support installation end users with help and assistance.
  • Familiar with audio and video systems to maintain conference and briefing room sound and visual systems.
  • Install and maintain Voice of Internet Protocol (VoiP) services and devices for business use which do not interfere with current bandwidth or ability to conduct business.
  • Research and develop a working knowledge of current and future recourses necessary for the enhancement/ improvement of current systems, networks and procedure.
  • Work closely with Local and Third Country Nationals (wireless and hard-wired) to facilitate the maintenance and expansion of current and future computer/data networks and services.
  • Familiar with the following US Army software programs:
    • JLCTCC ERF (Entity Resolution Federation)
    • Joint Conflict And Tactical Simulation (JCATS)
    • Virtual Battlespace 3 (VBS-3)
    • SimC4I Interchange Module for Plans, Logistics, and Exercises (SIMPLE)
    • Multiple Unified Simulation Environment (MUSE)
    • Independent Stimulation Model (ISM)
Required Qualifications:
  • Understanding of Web development, systems administration and oracle administration is a plus
  • Responsible for ensuring the network facilitates the linkages and passing of data between all operating systems and the Army Mission Command Systems
  • Responsible for processing all required NIPR and SIPR paperwork for the program
  • Ability to take a system approach to a customer's problem
  • Possess writing, speaking, presentation, and interpersonal skills
  • Be detail-oriented with the ability to work under deadlines
  • Able to work closely with other team members and clients
  • Possess knowledge and technical experience in the use of all Microsoft Office products, Microsoft Internet Explorer, and Adobe Acrobat products
  • Hands-on experience with installing and troubleshooting Windows Operating Systems, laptops, desktops and printers
  • Be willing to travel within USCENTCOM AOR
  • Must be willing to work and live in Kuwait
  • Must be willing to work in hostile areas
  • Must be willing travel MILAIR and wear protective clothing and equipment as required. In the conduct of their training contractors may encounter hostile forces
  • Must possess current DoD Secret Security Clearance
  • Must possess a US Passport with at least 6 months of remaining eligibility
  • This position requires a U.S. Person who is eligible to obtain any required Export Authorization
Desired Qualifications:
  • Certifications that will allow the contractor to work on government MCIS networks, servers and equipment, or be able to obtain these certifications thru the contractor within six months thereafter as stipulated in DoD 8570.01. This position requires Information Technology (IT) level II, and Information Assurance Technical (IAT) level II training, certification and clearance; C++ desired.
  • Be registered in the Army Training Certificate Tracking System (ATCTS) at commencement of service and must successfully complete the DOD Information Assurance Awareness at start of employment.
  • Prior military experience
  • Trained in Six Sigma Methodology
  • Knowledge of military training methodology
  • Experience with Constructive Simulation Networks is preferred
Required Education:
  • Bachelor's degree from accredited school & six (6) years of related experience, OR four (4) years related experience with Master's degree. Eight (8) years of additional equivalent work experience (14 total years) may be accepted in lieu of BA/BS education requirement
Contractor personnel shall comply with all theater command policies, regulations, and General Orders. All tours are unaccompanied
