Department Manager, Electronic Warfare, HWEC

The Hardware Engineering Center is seeking an experienced Engineering Manager that will be responsible for leading the Electrical / Mechanical Hardware Engineering Department focused on various aspects of the Electronic Warfare (EW) business. This department’s engineering functions include mechanical engineering / electronic packaging, digital and analog electronic design, RF and microwave design, FPGA algorithm development / coding and hardware integration / check out.

The Manager will lead 50-80 Engineering Professionals located in various locations in Southern California and North Texas, and will have direct accountability for design and development work performed in ES Segundo, CA, Goleta, CA, Dallas, TX and other locations on behalf of EWS programs. The home office for this position is the El Segundo, CA campus.

Responsibilities include:
  • Engineering leadership. Manage Electrical / Mechanical Engineering execution cost, schedule and technical performance, provide technical interface to customer, select and manage engineering performance metrics, manage assigned staff and manage engineering risks for the project
  • Create partnerships to ensure effective product transition to manufacturing. Institute improvement processes and efficiencies to bring this engineering department to a new level of performance
  • Know and help to develop the EW business. Provide leadership and application of domain process and company policies, manage department metrics and implement initiatives for performance improvement. Manage assets and budgets along with department overhead budget, review and approve the engineering department’s bid and proposal estimates
  • Manage personnel. Appropriately size staff and balance department skills, deploy staff to projects and set priority, ensure excellent project execution, administer employee performance and career development and training
Required Skills:
  • 12+ years of demonstrated experience as a mechanical or electrical engineering leader for product development projects
  • Direct engineering experience with product development and support at the integrated RF/ electronic system level
  • Experience with process application for the engineering product life cycle e.g. Integrated Product Development Processes
  • Strong people and “change agent” leadership skills. Accountability and drive; ability to make decisions, effectively delegate tasks and meet challenging deadlines
  • Experience in supervisory/line management, including technical leadership, performance development and career development
  • Be a “Big Picture” thinker with strong written and oral communication skills. Have sound judgment and decision making abilities. Able to effectively juggle multiple tasks and priorities, as well as be an advocate for process improvement and a team player able to build strong relationships and effectively partner with others
  • US Citizenship and existing DoD Secret Security clearance is required.
  • U.S. Citizenship Status is Required as this position will require the ability to Access US Only Data Systems.
  • Existing DoD Security Clearance required DAY ONE
Desired Skills:
  • Direct experience in Department / Line Management of an Electrical or Mechanical Engineering Function at the department level.
  • Familiarity with Raytheon’s Engineering, Contract and Financial Processes and Systems
  • Understanding of Lateral Engineering Functions; Systems, Hardware, Software, Test and Quality
  • Knowledgeable of RF Electronic Systems and/or Component Technologies
  • Ability to obtain a TS/SSBI Clearance
  • Ability to obtain Special Access Program Clearance
Required Education:
  • B.S. in Electrical or Mechanical Engineering, Science, or Mathematics.
  • Prefer to also have a Master’s Degree in Engineering
