Job Description:

The Commercial off the Shelf (COTS) / Free off the Shelf Software (FOSS), Bill of Materials (BOM) person will work with the FOSS/COTS lead and is responsible for assisting with documenting, coordinating, and status accounting the program’s COTS/FOSS baseline as well as coordinating the BOM activities with other IPTS for new Delivery Order (DO) efforts and will report to the HWI IPT Leadership. This position requires close attention to detail and ability to work in a fast-paced dynamic environment. It also requires prioritizing tasks consistent with program priorities. The ideal candidate possesses excellent written and verbal communication skills and has experience with the MS Office product suite, and familiarity with windows and Linux based environments from a software and hardware point of view. The COTS/FOSS/BOM person coordinates closely with the Hardware and Infrastructure, Software and Systems Engineers, Configuration Manager, Material Program Manager, and Supply Chain Management to ensure all procured COTS and downloaded FOSS are properly documented.

COTS position performs the following tasks:

  • Administer the technical coordination of COTS/FOSS/BOM for the program.
  • Support the development of the Program COTS/FOSS architecture and related documentation through EPIC processes. Administer the design in an engineering repository in both a Windows and Linux based systems. Coordinate with Configuration Management to ensure all COTS/FOSS configuration controlled items are properly identified, version controlled, and recorded in a configuration status accounting system. Ensure all changes to the COTS/FOSS baseline are executed using established organizational and program processes.
  • Support the evaluation of COTS/FOSS updates. Coordinate the technical resources required to perform the evaluations and status the evaluations to program management.
  • Manage the resolution of COTS/FOSS vendor issues. Coordinate with Supply Chain Management (SCM) and the Material Program Manager when applicable to resolve vendor issues. Provide status of issues to Infrastructure and CM management.
  • Manage the COTS/FOSS maintenance. Coordinate the maintenance support for each COTS/FOSS product. Provide status updates to Infrastructure and QA/CM management.
  • Participate on program configuration control boards impacting COTS/FOSS (Discrepancy Report Review Board, and Engineering Review Board (ERB).
  • Coordinate with Infrastructure and Configuration Management the development, maintenance, and update of a COTS/FOSS asset repository index.
  • Coordinate the BOM with the Material Program Manager to ensure the traceability of COTS/FOSS software orders throughout the procurement cycle.
  • Provide cost and schedule inputs to Infrastructure Management and the Material Program Manager.
  • Support Infrastructure status needs for COTS/FOSS tracking, maintenance, license agreements, and data rights. This may require coordinating with support organizations to provide the total data set needed by Infrastructure.
  • Support metrics collection and reporting of COTS/FOSS and track the program’s process against plan utilizing EPIC based tools.
  • Conduct periodic COTS/BOM/FOSS audits as aligned with IMS / System deliveries to compare and validate the recorded COTS/FOSS baseline with the actual physical baseline.
  • Track the closure of all audit findings/Action Items Related to COTS/FOSS Management and produce reports to Infrastructure and CM management.


Required Skills:

  • Two years’ experience working in a technical environment interfacing with systems, software, or hardware engineering disciplines
  • Two years’ experience with databases, including schema definition and data manipulation Experience defining, analyzing and reporting metrics Experience working independently and prioritizing tasks with full accountability
  • Experience defining, analyzing and reporting metrics utilizing EPIC Based Metrics Tools
  • Experience working independently and prioritizing tasks with full accountability
  • Experience with looking up hardware configurations from vendor’s URL sites and knowledgeable on hardware components.
  • Knowledge of Windows, Linux operating systems as well as VMware
  • Knowledge of software use and ability to search on-line and learn basics on software use
  • Strong interpersonal skills: Applicant should possess the ability to communicate technical and project information to senior management. Applicant will also author and present technical detailed implementation and deployment plans.
  • Familiar with office automation and engineering tools: MS Office, relational databases such as Oracle
