Contracts Manager

The Contracts Manager is responsible for performing the full range of contract administration functions for a large development program and related proposal efforts. This position will support the GPS OCX Program within Raytheon Intelligence and Information Systems (IIS). The job will include: analysis of RFPs, contract negotiation and general contract administration responsibilities. This includes, but is not limited to: preparing proposals; offering solutions to mitigate contractual / program risks; maintaining contract files; developing negotiation strategies; acting as the focal point of contact with the customer for all contractual matters; complying with ITAR; researching and interpreting contract and scope requirements to advise program team of contractual rights, obligations, and risks; coordinating and leading cross-functional meetings (internal and external) to promptly resolve outstanding contractual issues, inquiries and actions; establishing and responding to customer communications; and complying with all policies and procedures.

Individual will act as the primary focal point for customer interface during RFC proposal phase, negotiation and program performance. Individual generates contract documentation and obtains management approval as required. Individual is able to work under consultative direction toward long-range goals and objectives with assignments often self-initiated. Must be able to develop and maintain positive customer relationships, both internally and externally. Serves as the prime contact and external spokesperson for the contracts organization.

Required Skills:
  • At least 8 years of directly related work experience with at least five of those years working with classified programs
  • Experience with Government development and sustainment contracts (knowledge of FAR, DFAR and other supplemental regulations) as both prime and subcontractor
  • Candidate shall be capable of handling several assignments concurrently while still meeting deadlines
  • Candidate will have in-depth knowledge and experience in FFP, CPFF, CPAF/IF, and IDIQ contracts
  • Ability to develop solutions to unusual and complex contracting issues
  • Excellent organizational and time management skills are essential
  • Ability to handle multiple priorities at one time (and capable of determining order of priorities)
  • Proactive involvement with pursuits/programs
  • Ability to prepare, review, submit proposals in response to RFCs
  • Strong negotiation skills
  • Ability to recognize, evaluate and offer mitigation alternatives for business risks including contractual, financial, performance and schedule
  • Candidate must demonstrate excellent verbal and written communication skills
  • Candidate shall be proficient with Microsoft Office applications
Desired Skills:
  • Experience with programs using agile development
  • Experience in intellectual property issues and organizational conflicts of interest.
  • Ability to teach / educate IPT / program areas about contracts topics/issues/areas of concern
  • The ideal candidate should have a positive, can-do attitude, original and independent thinking to assist program management and other members of the current contracts staff in formulating and executing business strategies to reduce risk, enhance customer satisfaction, build positive customer relationships, improve profitability and support the generation of additional smart business opportunities
  • Ability to work independently with minimal oversight
Required Education (including Major):
  • BS/BA Degree in Business, liberal arts, or related field.
