The Operations BOE Lean Analyst will be a member of the Operations Basis of Estimate (Ops BOE) Team and will be responsible for the development and/or approval of Operations Proposal BOEs, across all IDS business areas; Integrated Air & Missile Defense (IAMD), Global Integrated Sensors (GIS) and Seapower Capability Systems (SCS). As a member of the Ops BOE team, you will work in conjunction with the respective Operations Integrated Product Team (IPT) Leads / Operations Proposal Leads as well as Value Stream Leads to ensure these BOE proposal inputs are compliant, of high quality, submitted in a timely fashion, and are consistent with IDS and the Business Area plans/goals. This will be accomplished through tailored and systematic application of Operations Labor bidding methodologies and Operations proposal processes/tools, and overall proposal best practices.
·Work in conjunction with the Finance Estimating and Pricing (E&P) Group as well as Capture Partnering groups and Business Areas to understand and plan for Operations BOEs / proposals in the “pipeline”
·Develop Operations proposal BOE strategies and proposal plans in conjunction with the respective Ops IPT/Proposal Lead, as well as E&P. Provide data to the Ops. IPT/Proposal Lead (e.g. NBI requirements, risks, opportunities), as required.
·Develop and approve Operations proposal BOEs, as applicable
·Attend and participate in IDS/Operations proposal kick-off meetings and Gate 4 reviews.
·Work with the Ops IPT/Proposal Lead on timely and complete inputs and review of the RFP, SOW, and Proposal PMER.
·Ensure latest Operations processes/tools/lessons learned are applied to Operations proposals/BOEs.
·Develop and maintain Operations BOE bidding methodologies, algorithms, parameters and metrics.
·Provide key support of timely and complete Government audit questions and associated responses regarding Operations BOEs.
This position can be a Salary Grade G09 or Salary Grade G10 based on the candidate’s qualifications as they relate to the skill, experience and responsibility requirement for the position
Basic Qualifications and Required Education:
- Minimum of 6 yrs of relevant industry experience working proposals/captures, Operations, or Finance
- Demonstrated ability in interact with the Program and Customer in a credible and professional manner.
- Experience with MS Office (i.e. specifically Excel)
- Experience with processes and tools within the Operations environment
- Knowledge and understanding of the DOD environment and acquisition process. Possesses knowledge of IDS and Raytheon business to include programs, processes, and best practices.
- Accomplished in the use of MS Access and/or ISC/Operations Proposal processes and tools (e.g. ACES, SBT, PRISM)
- Active IDS BOE Certified Developer/Approver or in process of completing required courses for Certification.
- Knowledge of Raytheon policies and procedures, as they pertain to “Winning New Business”

- Bachelor’s Degree (B.A. or B.S. in Engineering, Finance, Business, or related discipline)
