Space and Airborne Systems (SAS) is looking for an experienced export control professional to manage direct reports, fundamental research and university programs, and support Business Area internal export/import activities in Cambridge, MA in a fast paced and exciting global trade environment. This position facilitates international business development and provides guidance to business personnel on export/import controls to ensure compliance with U.S. and foreign regulations in international business activities. Contributes to development of business processes for submitting to and obtaining from the U.S. government all necessary export and import licenses, permits, certifications, and technology release determinations. Interfaces with internal and external customers in trade compliance matters. Provides advice and guidance to senior leaders on the application and implementation of US Government export/import regulations. Develops licensing plans and provides guidance for licensing strategy and program planning. Prepares authorization requests for submittal to the U.S. Government. Assures regulatory compliance through review and approval of foreign travel, foreign visits and export and import transactions. Maintains applicable trade compliance records in accordance with regulatory requirements. Assists in learning and audit assessment programs to ensure implementation and effectiveness of internal controls.

Responsibilities include, but are not limited to, the following:
  • Manages the trade compliance program at a facility, or for a major program, and serves as the primary interface on interpretation of regulatory requirements or Company trade policies and procedures for facility or program personnel
  • Oversees and manages projects both inter-organizational and cross-functional to support business objectives
  • Supervises, mentors and assists Licensing and Compliance Advisors in day to day export / import activities
  • Coordinates with various internal functions in obtaining the necessary U.S. Government export / import licenses, agreements, permits, certifications and technology release determinations
  • Analyzes reports and metrics pertaining to various elements of the export / import process, and reports out on trends, areas of concern and improvement opportunities
  • Identifies training needs, develops, and provides tailored training pertaining to export / import requirements in addition to ensuring Company on-line training requirements are fulfilled by Direct Reports.
  • Monitors export / import compliance through self-assessments and audits; Leads investigations and other compliance matters
  • Support, communicate, reinforce and defend the mission, values and culture of the organization
  • Participates in business and corporate projects focusing on export/import compliance
  • Maintains awareness of all international activity, including marketing, trade shows, publishing of technical papers, business development, and procurement
  • Obtain, maintain and monitor applicable licenses, agreements, permits, certifications, technology release authorizations, and commodity jurisdiction determinations in compliance with applicable US Government regulations, provisos and company policies to support Raytheon programs.
  • Must have solid experience with fundamental research and development as applicable to Raytheon projects, University programs for research, and agencies such as DARPA and AFRL geared for research contracts
  • Prepare export authorizations and miscellaneous correspondence with minimal quality and regulatory errors for submittal to regulatory agencies utilizing appropriate licensing and compliance templates, resources and automation tools
  • Approve export and import shipments. Coordinate imports of unclassified and classified hardware with foreign parties to ensure proper customs paperwork is included and shipment is authorized under proper license exemptions
  • Review and approve presentations, briefings, documents and other information provided to foreign persons for compliance with licenses and regulations prior to release outside the company
  • Jurisdiction and classification determination reviews
  • As an Empowered Official reviews, submits, executes regulatory documents and all other aspects of roles and responsibilities of an Empowered Official.
  • Review proposals, contracts, and/or purchase orders and participates in technical programmatic discussion/meetings
  • Participate in and contribute to strategic business engagement at the program level to ensure business execution, growth and compliance
  • Support development of export related training and communications requirements for program area
  • Support in development and implementation of company and BU policy, procedures, guidelines and instructions to support compliance with US Government export/import regulations and company policy
  • Participate in special projects, cross-functional business projects and corporate projects to support business objectives

Required Skills:
  • 10+ years of broad Export/Import experience and increasing responsibility (licenses, agreements, compliance, and transactional activities)
  • Experience researching, interpreting and applying government regulations such as the ITAR and EAR
  • Flexible, cooperative and collaborative; demonstrated ability to adapt to changing US Government and customers conditions
  • Excellent written and verbal communication skills
  • Able to present recommendations to solve business challenges
  • Willing to seek guidance and review and apply and incorporate feedback as required
  • Problem solver, able to work under time sensitive circumstances, collaboratively or independently, and take initiative to address situations before issues arise
  • Self-motivated and results oriented with ability to prioritize and make independent decision.
  • Able to manage priorities of multiple tasks
  • Attention to detail and follow through on assignments to achieve desired results
  • Some travel may be required
  • US Citizenship status is required as this position will need a US Security clearance within 1 year of start date
  • Bachelor’s degree in international relations, political science, or equivalent experience
  • Experience effectively applying U.S. Government regulatory requirements in complex scenarios and analyzing and solving highly complex problems
  • Ability to manage assignments with limited or no direct supervision, including managing daily trade compliance operations and team

Desired Skills:
  • Current US security clearance or ability to obtain US security clearance
  • Experience with D-Trade, SNAP-R, OCR EASE IT systems a plus
  • Master’s Degree or JD preferred
